I have a beta fish and on its fins there is some sort of white slime that is very noticeable. is it ick? ?

i don't want my fish to die as i have had it for 2 years now. i was just wondering what i should do. i do frequent water changes and have medication. not sure what its called but i know it turns the water green. please help !!
