Which cities in Europe FIRST saw the m quantities of manufacturing of Military weapons before WWI?

The COUNTRY with the largest production before WWI was Germany. It's production efficiency and capability rivaled that of the United States and its workers were better cared for. Germany was formed in 1871 and was a relatively new country so it had both the nationalistic fervor and need to modernize and Industrialize, whereas Britain, France, and Russia had no real reason for this. Prior to WWI Germany had beaten france in a number of conflicts, leaving her in a weakened state. Krupp was a huge deal, they were a 400 year old line of German nobility, owning vasts amounts of land in Germany. This allowed them to open up foundries, mine land, and hire thousands of workers, all due to their nobility status. They first started out though, in the early 1800's. And no, it did not produce all weapons for all countries during WWI. Germany would have nationalized it (which it kind of did). In both WW it produced artillery and tanks (tanks mostly in the second War) and also built Warships during WWI.
