How 'friendly' should a 6 month old Sulcata be?

My sulcata gets scared every time I stick my hand in his home to change his water/food let alone when I touch him. He exhales loudly and hides head and legs in his shell. When he's eating he stops and does the same if he sees movement so I can't watch him eat if I'm in his view. Is this normal....if not how can I remedy this?
